Bowes Promoted to Senior Vice Chancellor for Finance and Administration

William R. Bowes has been promoted to senior vice chancellor for Finance and Administration at the University of Arkansas for Medical Sciences (UAMS).

Bowes has served as UAMS vice chancellor for finance and chief financial officer since 2013. In that role, he was responsible for overall financial leadership of the university in support of its operational and strategic goals and priorities with oversight of finance, human resources, supply chain and budget functions.  In his new role, he will also provide senior leadership of UAMS Information Services, Campus Operations and business administration across the university.

“Bill’s expertise and understanding of financial management strategies in higher education has been an incredible asset to UAMS,” said UAMS Chancellor Dan Rahn, MD.

Bowes has served more than 30 years in senior higher education finance and administrative roles with previous positions as senior vice president for finance and administration at Georgia Health Sciences University in Augusta, Georgia (now Augusta University), vice chancellor for fiscal affairs with the University System of Georgia, vice president for finance and administration for Southern Connecticut State University in New Haven, Connecticut, and assistant commissioner for financial affairs with the Connecticut Department of Higher Education in Hartford, Connecticut.  

“As the state’s only academic health center, UAMS has the unique opportunity to lead health care in Arkansas,” said Bowes. “I look forward to continuing to help this institution promote its mission of improving health and health care for all Arkansans.”

Bowes earned his bachelor’s degree in economics from Hofstra University in Hempstead, New York, and his master’s degree in urban and policy sciences from the State University of New York at Stony Brook W. Averill Harriman School for Management and Policy College of Engineering and Applied Sciences.
